Second Regional Technical Meeting of National Refugee Commissions (CONAREs) and Equivalent Bodies in the Americas

24 & 25 September, 2025

The Second Regional Technical Meeting of the National Commissions for Refugees (CONAREs) and equivalent bodies in the Americas was held on September 24–25, 2025, in Panama City, convened by the Pro-Tempore Presidencies of the Quito Process (Ecuador) and the MIRPS (Costa Rica). The meeting aimed to strengthen national asylum systems in the 17 member States of both mechanisms through the exchange of experiences, good practices, and the development of technical capacities.

This joint space responds to the commitments made in the San José and Belize Declarations, as well as the ongoing regional action plans. The meeting took place in a regional context of growing challenges, reaffirming States’ cooperation and solidarity to ensure asylum procedures that are more efficient, modern, and sustainable, for the benefit of refugees and asylum seekers.
